History of Korean local council is divided into three phases.
The first phase begins with the enforcement of Specific Local Autonomy Law on July 4, 1949 to the disorganization by Military Administration Decree No.4 on May 16, 1961.

The second phase begins with the enforcement of the Temporary Law about Local Self Government to its abolishment on April 6, 1988.

The third phase is from the Local Self Government Law Revision (The Full Text Revision) till now.

Korean local autonomy system by the guarantee of the Constitution has experienced 6 revisions, three elections of the council members, and two elections of the chief of the self-government for more than 10 years.

It was a tragedy that from the military coup on May 16, 1961 till the fifth republic, local autonomy was missing, and centralism became more pronounced.
The sixth republic, which started 1988 after Roh's Declaration on June 29, 1987, revised the text of the Local Self Government Law, abolished the Temporary Law about Local Self Government, and was supposed to form a local council until April 3, 1989. Owing to the political circumstances, the legal deadline was past, but, after the 8th Local Self Government Law Revision on December 31, 1990, local council was restored in 1991, and remains.
